Importable seed signer (PUBLIC TEST KEY — non-production)

This is the Ed25519 public key used to verify the signature on packs and artefacts signed by hub-seed-v1. The private half lives in the hub HSM (or signing terminal, for QC officers); it never appears in this registry or in our API.
